Bal majoor or Bal shram yogi?

They are called balshramyogi (बालश्रमयोगी) in official (divine!) literature of Gujarat government.

but, labour department of Gujarat takes their fingerprints, when it 'rescues' them ....

 

is it better to call them balshramkedi (बालश्रमकैदी) ?
